The speaker was Ms. Malathi. She is a Practising Advocate in Madras High court. The topic for the session was State responsibility under Public International Law. The session was very informative and she gave various inputs on topics like elements of state responsibility, question of fault/strict liability, Hull formula. More elaborately she discussed about the general principles to protect citizens abroad. Also concepts like Calvo doctrine, Calvo clause along with defences available were dealt. The speaker then spoke about Harvard draft convention on International responsibility of state. Finally, participants raised few queries relating to International conventions on state responsibility. This topic has prime significance since the rights that are accorded to states under international law imply responsibilities. States are liable for breaches of their obligations, provided that the breach is attributable to the state itself.
