STATE RESPONSIBILITY AND PANDEMIC

Dr.Sangeetha Sriram  spoke on the topic State responsibility and pandemic.  what are the responsibilities of the State when there is a pandemic situation and in the light of public international law, the possibility to hold States accountable for the various issues related to the pandemic are explained. The session was mainly focused on three parts of State responsibility under international law. Human regulation, transboundary harm and due diligence obligations where discussed.She talked about the uncontroversial fact that the original epidemic quickly turned into pandemic, that the World Health Organization declared in March 2020, due to the virus capacity of easy and fast transmission from person to person. She discussed how China holds its responsibility for the pandemic situation and various Obligations under WHO Constitution and Regulations. She concluded with international legal aspects of responsibility of the State for the spread of pandemic issues and to adopt regulations, sanitary and quarantine measures and other procedures designed to prevent it.
