The Special Lecture delivered by Dr.R.Mathaiyan, Professor, University of Madras on Basic concept and principles of administration. Administration can be divided into public and private administration, Public Administration concentrated on welfare of the citizens while Private Administration is profit motive. In the sense of public administration which is controlled by Legislative, executive and Judicial. The legislative control of public administration are budget discussion, enactment of law in the assembly and Parliament, Interaction of the Opposition Parties. Executive Control over the Public Administration is by the Political executive and Bureaucrats can control the public administration finally the Judicial control over the Public Administration is judicial review that is when the any law violate the constitution of India the Supreme Court functions as the watch dog of the constitution. In the recent times apart from these above control the public administration also involved by the pressure group, social media and international organisation that is geo politics also play vital role in public administration.
